§ 8.32.010. High explosives defined.

  • "High explosives," as that term is used in this chapter, means any chemical compound or mechanical mixture commonly used or intended for the purpose of producing an explosion that contains any oxidizing and combustible units or other ingredients in such proportion, quantities or packing that an ignition by fire, friction, concussion, percussion or by detonator of any part of the compound or mixture may cause such a sudden generation of highly heated gases that the resultant gaseous pressures are capable of producing destructive effects on contiguous objects or of destroying life or limb. Cartridges for small arms or shotguns, signaling devices or emergency equipment such as is designated for fire prevention are specifically excluded from this definition. This definition includes, but is not limited to, liquid nitroglycerine, high explosives containing over sixty percent nitroglycerine, compounds having an unsatisfactory absorbent or one that permits leakage of nitroglycerine under any conditions liable to exist during transportation or storage, nitrocellulose in a dry condition in a quantity greater than one-half pound in one exterior package, fulminate of mercury in bulk, and dynamite.
