There is created and established for the city a park and recreation board, which shall
be composed of nine members who shall be appointed by the city council for a staggered
term of two years, except the term of the ninth member shall initially be for one
year; at the end of the one year it shall become a two-year term. The members of such
board shall be resident citizens of the city. All vacancies that may arise on the
park and recreation board shall be filled for the unexpired term in the same manner
as provided for the original appointment. Members of the park and recreation board
may be removed by the city council for just cause.
