§ 2.16.010. Procedures generally.

  • Except as otherwise provided by applicable state law, a majority of the entire membership, present and voting at any regularly called meeting, of any board or commission established or appointed by the city council shall constitute a quorum for the transaction of business regularly coming before such board or commission at such meeting. Such board or commission shall select a president or chairman who shall act as presiding officer at all meetings and shall establish such rules of procedure as it deems necessary for proper conduct of its business and so far as may be practicable. Robert's Rules of Order shall govern procedure and the conduct of members and the public. The board or commission shall elect a secretary who shall be responsible for meeting minutes and records.
