§ 13.04.060. Horticultural products.

    Requirements. Before planting of any type of horticultural product within the cemetery a person must obtain the approval of the director and such planting shall be prohibited without prior approval of the city. The director will approve plantings only if they are placed at the head of the grave site and are miniature in size so that roots will not extend beyond the drip line of the plant and the height of the plant will not exceed eighteen inches in height. The city is not responsible for damage to or care of horticultural products placed pursuant to the approval of the director.

    B.

    Cut or Artificial Flowers. Cut or artificial flowers may be used in the cemetery at any time. They must be placed at the head of the grave site in a durable secured receptacle. Nothing may be placed on the ground without a proper receptacle, and no glass containers of any type are allowed in the cemetery.

    C.

    Removal of Plants and Receptacles. The city may remove plants, receptacles of plants or other decorations as soon as the flowers fade or wither. The city shall remove funeral designs or floral pieces from grave sites when they become wilted or unsightly. Persons desiring to retain these designs or floral pieces must remove them within seventy-two hours of placement. The city may remove artificial flowers thirty days after placement. If any tree or shrub situated on any grave site shall become detrimental, unsightly, or impede access to adjacent grave sites, walkways or roads, the city may prune or remove in whole any tree or shrub as determined necessary.

    D.

    A person shall not dig into the surface of the ground in the cemetery for any purpose without the approval of the director.
